Pre 2006 pensioners demand full benefit of 6th pay commission

‘Apply 1.86 Factor and order 216-F of 2009 in our favour’

Srinagar, Sep 16: Pensioners retired prior to Ist. Jan 2006 in the pre-revised grade of Rs 10,000-15,200 today complained that they have not been given full benefit of 6th pay commission recommendations.
A group of such pensioners told Greater Kashmir that even as they have been brought under the ambit of 6th pay commission, yet many benefits that otherwise should accrue to them as per the relevant guidelines have not been granted in their favour.
“It seems that we have been brought under the ambit of 6thpay commission just for the sake of it. A number of benefits we become entitled to by virtue of the pay commission and guidelines issued by government of India have not been approved in our favour,” they complained.
Giving details, the pensioners said they have been denied the benefit of ‘1.86 Factor’ recommended by the commission and approved by the government for all pensioners/family pensioners.
The pensioners said order no. 216-F of 2009 dated 24.09.2009 issued by the government has also not been made applicable in their favour.
The order provides:  “In partial modification of government order no. 86-F of 2009 dated 15.4.2009 it is hereby ordered that following shall be added as proviso after para below sub-rule (iv) of Clause 3 of the said order: ‘a) Provided that w.e.f. 1.1.2006, full pension of the pensioners irrespective of their date of retirement shall not be less than 50 per cent of the minimum of corresponding revised pay band/scale plus applicable grade pay of the scale of pay last held by the pensioners.”
The order further reads: “b) Provided that w.e.f. 1.1.2006 , basic family pension shall not be less than 30 per cent of the minimum of corresponding revised pay band/scale plus applicable grade pay of the scale of pay last held by the pensioner.”
The pensioners said that despite such clear instructions they have yet to get the benefit of such order. “We have approached the authorities concerned many a time with their plea yet nobody has considered our case,” they said.
The pensioners said while in case of other pensioners/family pensioners ‘1.86 Factor’ is applied by adding it to the basic pension/family pension, “but in our case this factor is ignored.”
The pensioners appealed the authorities including minister for finance, Abdul Rahim Rather to look into their issue.
“What we are demanding is not something that we don’t deserve or are not entitled to. Our demands are specific: Apply 1.86 Factor in our case and give us the benefit of order no. 216-F of 2009 dated 24.9.2009. Our demand is genuine and we appeal the finance minister to intervene in this issue and direct the concerned to consider our case,” they said.
