Police incapable of holding rule of law: RV Raju
Srinagar, Sep 20: Former chief of the National Investigating Agency [NIA] Radha Vinod Raju told Greater Kashmir that today police is incapable of upholding the rule of law, which actually is its primary responsibility. “Any officer who tries to do that will be kicked out and sent to some corner! It is like the police chief has to be one who would toe the line of the political bosses. The juniors see this, and they too follow the same route-to get postings of choice. They directly liaise with the politicians! This means, the senior officers have no control over the juniors.”
Raju, former vigilance commissioner of Jammu and Kashmir, said the Supreme Court says “give the DG, the SPs and the SHOs in the field a secure two year posting.” “If that is done, the politicians will lose control over the field officers for two years. How can they allow that? The Apex court says have a Commission to run the police administration so that there is no political interference. What then is the point in winning elections? Have a board for posting of officers. How do politicians then have control over the police?”
“Though the Apex court has given certain directions for implementing police reforms, it appears that the Court itself is afraid to follow up on them due to the Constitutional barrier. Police reforms is a sad story,” Raju said.
