What can be done to control the menace?

Dog population has increased at an alarming pace in towns and cities from the last two decades. Every day someone becomes victim of these stray canines. As per recent statistics, Srinagar city has 91,110 dogs population and SMHS (anti rabies clinic) registered 4230, 7257 and 1600 cases of dog bite in the year 2010, 2011 and 2012 respectively. Government seems to be lenient in curbing such a huge threat to the common man. Likewise, Srinagar Municipal Corporation also talks in papers only.
Man has changed its food habits and has become voracious feeder of meat, chicken and other non-veg items and disposes excess on road side as is also seen at functions. Secondly, the head meat sellers, chicken sellers dispose the skin of that meat near garbage sites which invite dogs, and they start increasing their progeny. Thirdly, every one of us in the early morning needs bread (Kashmiri Roti). We feed these canines at our gates and they become habitual.
The reasons of dog upsurge in valley are:
Ban on dog poisoning.
Absence of Predators of dogs.
Excess of waste food items available to dogs at garbage sites.
Lack of competition with other animals like pigs in other states.
Muslim society is not allowed to keep dogs at home.
Various shelter sites available like graveyards, old vacated houses etc.
Throwing food waste around hospitals.
Remedies:
Srinagar Municipal Corporation has to do two things:
Sterilization program needs to be implemented immediately.
Dog shelter huts should be created in forest areas outside villages and head meat skin, chicken skin etc collected from cities and towns is to be provided as a feed to them.
People of every area need to keep their localities clean and dump garbage properly and stop showing mercy on dogs in the morning
