Dogs' place

I live in the UK and  travel to different parts of the world.  We went on  a two-week family holiday to Kashmir over Easter and left after staying for three days. I was shocked to see the condition of this place. The only thing visible every where was thousands of stray dogs, heaps of garbage, terror of traffic, dust and mud. I have never seen so many stray dogs in any other part of the world. My children were too terrified to venture out and we packed up to safety. Moreover the local press was full of horror stories about children being ripped off by these stray dogs. My eldest son called it dog terrorism! I am amused how the locals are living under these circumstances. Is there no one to care for these children? I can only pray for this place.
