Rs 270 cr lost to irregularities
Wasteful Investments, Excess Payments, Avoidable Expenditure Among Reasons

Srinagar, Apr 18: In cash-starved Jammu and Kashmir, financial irregularities worth hundreds of crores of rupees have surfaced in execution of development works in several departments.
An official report lying with Greater Kashmir revealed that misappropriation of funds over Rs 270 crore has come to fore on execution of schemes in R&B, PHE, Irrigation and Flood Control and Power Development departments. The loss to the public exchequer has been due to wasteful investment, excess payments, avoidable and unfruitful expenditure and idle investment.
Financial irregularities of more than Rs 38 crore have been noticed in PHE department on different water supply schemes. The report mentions that there has been unfruitful expenditure of Rs 5.02 crore, Rs 1.10 crore, Rs 1.60 crore and Rs 2.05 crore on water supply scheme Suspadi/Gulshanpora, Tral, up gradation/improvement of water supply scheme Jad, Akhnoor, water supply scheme Chadoora and construction of water supply scheme Kheipora, Rajpora/Krumboora in Handwara division respectively.
Unfruitful expenditure of Rs 1.41 crore, Rs 1.28 crore, Rs 2.18 crore and Rs 1.55 crore have been noted on water supply scheme PHE Division Leh, Poonch and Udhampur, and non-execution of works under deposit heads in Ground Water division Nowshera here respectively.
There has been wasteful investment of Rs 1.94 crore and excess payments of Rs 4.01 crore on unsuccessful drilling of boreholes in PHE Mechanical ground water and drilling division, Jammu and several works in PHE Division Baramulla respectively.
Avoidable expenditure of Rs 3.19 crore and Rs 1.25 crore, Rs 2.76 crore and Rs 1.20 crore have been noticed in PHE Mechanical Division, Kathua due to non-installation of capacitors, maintenance and repairs in Baramulla division, non-approval of ARD statements in Mechanical division Udhampur and payment of wages in Qazigund division.
Another avoidable expenditure of Rs 1.51 crore and Rs 6.45 crore have come to fore in execution of works in Samba division and maintenance and repairs in Rajouri division.
IRRIGATION AND FLOOD CONTROL DEPARTMENT:
Financial irregularities to the tune of more than Rs 65 crore have been detected in the Irrigation and Flood control Department.
In Doda division unfruitful expenditure of Rs 3.10 crore have been noted due to non-utilisation of creating irrigation potential under Kastigarah canal while as fictitious drawal of Rs 7.14 crore has been found in Shopian Division.
While Rs 23.55 crore have been misappropriated in lift irrigation scheme Tral in mechanical irrigation construction division, Srinagar, Rs 2.70 crore and Rs 2.06 crore worth unfruitful expenditure has come to fore over execution of works under BAD program,Baramula division and modernization of Pergwal canal in Akhnoor division apart from Rs 2.07 crore worth financial irregularities due to non-completion of lift irrigation scheme.
In execution of Rashtriya Sam Vikas Yojna in Doda Division irregularity worth Rs 1.04 crore has been found.
A loss of Rs 4.35, Rs 1.31 crore and Rs 1.45 crore has surfaced due to non-approval of ARD statements in Nowsherea division, unrealistic estimates of works in Pulwama Division and frauds in maintenance and repairs in Rajouri division.
On execution of lift irrigation scheme at Haritar in Baramulla Division, water storage at Samba in Jammu division and lift irrigation scheme in Frestbal Pampore an unfruitful expenditure of Rs 2.57 crore, Rs 8.66 crore and Rs 1.07 crore has been noticed besides a loss of Rs 4.01 crore on review of works undertaken in Baramulla division.
PWD (R&B) DEPARTMENT:
In this department financial irregularities worth Rs 95 crore have surfaced on execution of different development works particularly construction of roads.
An unfruitful expenditure of Rs 1.09 crore, Rs 2.38 crore, Rs 1.16 crore, Rs 1.01 crore and Rs 5 crore has surfaced on construction of foot-bridge at Kultoora in Handwara division, Sairato road at Basholi division, Panja to Saira road in Nowshera division, bridge over Hapathkhai Nallah at Plsarian in Special Sub division Uri and construction of road from Budham to Tharoo in Special Sub Division Mahore respectively.
Unfruitful expenditure of Rs 1.23 crore, Rs 1.26 crore, Rs 3.20 crore, Rs 1.96 crore, Rs 140 crore and Rs 1.20 crore and Rs 1.14 crore have come to fore in construction of plate girder bridge at Kulpora village and Gooripora bridge in Pulwama division, construction of three roads under PMGSY in Udhampur division-Ist, construction of Baloni to Ghani Lower road under PMGSY in Mendhar, motor-able bridge special sub division Nyoma Leh and motor-able bridge Sankoo division Kargil respectively.
For construction of Tuli-Banna road in Reasi division, widening of Tikri-Katra road and construction of road from Ohli Mandir to Deva Ji Mandir in Katra division unfruitful expenditure of Rs 2.73 crore, Rs 7.34 crore, Rs 7.34 crore and Rs 1.12 crore have been pointed out.
There has been an idle investment of Rs 1.10 crore, Rs 3.28 crore on construction of foot-bridge at Kultoora in Handwara division and different works in division 1st Srinagar respectively.
Besides, wasteful investment/excess payments/avoidable expenditure of Rs 68 crore has been reported on construction of roads/bridges in different divisions including Baramulla, Islamabad (Anantnag), Bemina, Basoli, Kulgam and Reasi.
POWER DEVELOPMENT DEPARTMENT:
In Power sector financial irregularities worth around Rs 42 crore have been pointed out on execution of different works in different divisions including Bijbehara, construction division-I Bemina, Jammu, Leh and EMNRE divisions-II and V in Rajbagh and Ganderbal.
Irregularities have also come to fore in the procurement department and Tawi Canal construction.
