NREGA story
This refers to 'MGNREGA Story' by Director Rural Development Kashmir. The job card holders are actually accompanied by the head mate or sarpanch posing as contractor and the amount is taken by them. It happens in case of all the NREGA works and at every block. Actually the NREGA work is done by contractor/sarpanch by engaging labour from open market at market rates rather than actual job card holders. But in order to draw the bills the amount is paid through job card holders accounts, as it is a rule as per the act. This is the reason the contractor gathers job card holders and makes the muster sheets on their name. Finally the payment is made to their accounts and the sarpanch/contractor takes the money with mutual consent of those account holders. In our village Diver, Yakmanpora, which falls in Singhpora Block, all the NREGA works are allotted to either Sarpanch or ward members. They choose the job card Holders (mostly their relatives and confidential people) as per their wish and draw bills. No response is given to a real person who asks for wage employment under NREGA. A job card holder was shocked to see that his name was included in muster roll sheet when actually he had not worked at all. He was asked to accompany to the bank and draw the amount and give it to contractor/sarpanch and keep some amount for free. This is the truth about NREGA in our block.
