Srinagar, Apr 29: The failure of the Power Development Department (PDD) to frame up the Common Seniority List for Assistant Engineers (Electric) is depriving scores of technocrats in the department a chance to move ahead in their career.
Sources said the department is sitting over framing up of CSL since 2002- a pre requisite to order promotions. “The aggrieved engineers inducted through PSC approached High Court for direction to the department for framing up the CSL before initiating any process to promote AEs to AEEs,” they added.
“The court directed the department to frame the list of AEs within two months. But even after a lapse of about two years the department has not abided the court directives and has initiated a process of promotions again without issuing a common seniority,” said an official.
The official alleged the Department even misled the State Legislature on the issue during the last session. In a written reply to question in the Legislative Assembly whether it is a fact that PDD has not prepared/finalized the seniority list of its establishment since 2002, the department had asserted that it is not fact that PDD has not prepared/ finalized the seniority list for its various engineering cadres since 2002.
“The tentative seniority list of AEs was circulated vide order No 280 PDD of 2008 in 2008. However the list could not be finalized due to court directions in various SWPs,” the government said.
However, the official said the order was never made public by the department.
“During the promotions of JE to AE in 2006, PSC quota was eroded by promoting degree holders in order to accommodate the some blue-eyed persons.
To redress the demands a delegation of PSC qualified Engineers met Commissioner Secretary PDD Sudhanshu Pandey earlier this month.
The department has assured the aggrieved technocrats of framing a Seniority List within 15 days.
