Signing his own order from Naib to Tehsildar

Srinagar, Apr 7: A probe has been initiated by the Government into the fraudulently appointment of the Tehsildar Kokernag.
A Naib Tehsildar is being accused of tempering with government order in which he had claimed as being appointed as Tehsildar Kokernag after allegedly forging the signatures of Deputy Commissioner Anantnag and also in cases of issuance of fake certificates.
The accused Muzaffar Ahmed Malik, Naib Tehsildar, who was then Naib Tehsildar Larnoo was ordered by then Deputy Commissioner, Anantnag, Jaipal Singh to look after the work of Tehsil Kokernag in addition to his own duties after the then Tehsildar Kokernag, Ghulam Hassan Rather attained superannuation.
However, Malik allegedly tempered the order of deputy commissioner, Anantnag and claimed that he was asked to hold the charge of Tehsildar Kokernag.
Following the complaints, the Commissioner/Secretary (Revenue) took up the matter with deputy Commissioner, Anantnag who in his reply through a letter no DCA/Acctt/11/12/1880-81 dated 26-12-2011 clarified that no such order was issued from the department.
“On preliminary enquiry it has been found that order No. DEO/Ang/2010/5022-25 dated 12-07-2011 has been issued by the election branch of this office. No reason is forthcoming from the election section as to why this order has been issued from their section instead of Establishment section. Further more copies of two orders with the same no and date are available on the file purportedly signed by the same officer.“
However, after the enquiry officer contacted Jaipal Singh, the then deputy Commissioner Anantnag had clarified that he has issued order that Naib Tehsildar Larnoo Muzaffar Ahmed Malik will look after the work of Tehsildar Kokernag till someone is posted there by the government. “He was not aware of the order wherein it has been stated that Muzaffar Malik will hold the charge of Tehsildar Kokernag.” Singh said to the enquiry officer.
According to officials who wished anonymity said that lid of his illegal appointment was blown when bulk of complaints had started pouring in against him for allegedly demanding bribe for issuance of RBA certificates especially to non-deserving candidates.
“Such cases are also under investigation before the Deputy Commissioner Anantnag,” enquiry report said. Moreover as per service rules, Naib Tehsildar is not competent to issues RBA certificates.”
Taking to Greater Kashmir, Deputy Commissioner Anantnag, Syed Kifayat Rizwi said, “I had received complaints about issuance of fake RBA certificates. On investigation it was found true that he had issued a fake certificate. I have referred the case to crime branch.”
Taking strong note of the complaints against the Malik, commissioner/Secretary, Revenue Department has ordered for a thorough probe which shall be completed in a month by a senior revenue officer appointed by the Divisional commissioner Kashmir. He had also issued orders for his immediate attachment with the office of the Divisional Commissioner Kashmir and has directed Tehsildar Anantnag Ghulam Rasool Bhat to hold the additional charge of the Tehsildar Kokernag.
Interestingly, Deputy Commissioner, Anantnag wrote back to Commissioner /Secretary Revenue Department vide order no DCA/Acchs/12-13/41-45 on 5th April 2012 which states that Ghulam Rasool Bhat Tehsildar Anantnag is already holding the additional charge of Tehsil Bijbehara and further more he is on leave. Thus additional charge of Tehsil Kokernag can thus be given to Tehsildar Shangus,” States the Deputy Commissioner in letter.
Meanwhile, Deputy Commissioner Anantnag issued another order 01/dca/pa on the same date which states that Shoaib Muhammad Naikoo(KAS probationer Batch-2011-12 shall hold the independent charge of the Tehsil Bijbehara.
Taking to Greater Kashmir, Commissioner/Secretary, Revenue Department said, “Secretariat was closed today. I have yet to see the letter.”
