Chief Minister for third party monitoring of projects
Srinagar, Aug 6: Chief Minister, Omar Abdullah reviewed the progress of flagship Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) at a high level meeting here Monday. He called for third party monitoring of projects under SSA and RMSA.
The Chief Minister emphasized the need for implementing these flagship programs in a missionary zeal and with commitment. He said these programs are aimed at balanced growth and development of elementary and higher education in the State. The Chief Minister, according to an official spokesman, gave approval for steel roofing of over 3300 school buildings under construction in the State under SSA to ensure their timely completion.
Omar asked SSA authorities to provide monthly status of the completion of these buildings to CM’s secretariat. He also approved 3rd party monitoring by Universities and NABCONS for SSA projects and said that monitoring at various levels is imperative to ensure transparency and find out bottlenecks if any in completion of the works.
The Chief Minister also approved mapping of all educational institutions in the State utilizing Geopatial application through Union Ministry of Science and Technology. “This will provide a complete data of the status of schools, colleges and other educational institutions in the State helping in their holistic and balanced growth and development as per the requirement”, he said and added that taking to modern technology for comprehensive development in education sector is the need of the hour.
The Chief Minister also approved completion of 70 girls’ hostels by the R&B Department on fast track.
Omar directed for finalizing framework and guidelines for providing uniforms to the school going children of poorer sections of the society under SSA. He said that Village Education Committees alongwith Panchayat Institutions should be factored in the process of providing uniforms to about 10 lakh deserving students at the rate of two sets of uniforms per student.
Director SSA, Yasha Mudgal in her PowerPoint presentation gave detailed resume of the achievements registered under SSA in the State during the last three years. She also highlighted issues requiring attention for addressing and resolving.
In another PowerPoint presentation the Director RMSA, Hilal Ahmad Parrey gave the detailed account of progress and achievements registered under RMSA in the State. He said that interventions under RMSA include upgradation of middle schools to high schools, strengthening of existing high and higher secondary schools, quality improvement at secondary level, incentive for SC/ST, girls and KGBV pass-outs, inclusive education for disabled students at secondary level, setting up of model schools, girls’ hostel, information and communication centres, vocational education and national merit-cum-means scholarship.
The meeting was attended by Chief Secretary, Madhav Lal, Principal Secretary Planning, B B Vyas, Secretary Education Farooq Ahmad and various other senior officers.
