JKPCC ‘denies’ promotional benefits to deserving engineers

Aggrieved Persons Seek Chief Minister’s Intervention

Srinagar, Dec 3: In a gross violation of norms, the J&K Projects Construction Corporation (JKPCC) has allegedly denied promotion to deserving civil engineers since 2000.
 A group of aggrieved civil engineers told Greater Kashmir that while they were ‘denied’ promotion, some ‘undeserving diploma holders’ have been promoted in gross violation of rules against those possessing valid degree. “Some senior graduate engineers (managers) were employed as consolidated deputy managers in the JKPCC in 1990 and absorbed in graded scale as deputy managers in 1993 and were promoted as managers in 2000. But till date they are stagnating on the same post,” the aggrieved engineers said. “Although we are having the necessary qualifying service for promotion to the post of Deputy General Managers, we were never promoted for unknown reasons. Instead some favourites have been promoted in violation of rules governing promotions, which must be looked into.”
 The engineers alleged that in 2011, the JKPCC brought out a seniority list of engineering cadre which clearly showed that “we should have been promoted ahead of diploma holders.” “The list was the quashed the next day,” they said.
 The aggrieved engineers have now approached the Chief Minister’s grievance cell for justice. “Nobody in the JKPCC listens to us. We want the Chief Minister to personally intervene in the matter and ensure that justice is done to us,” they said. “We are not seeking undue benefits but want the promotions which are due to us.”
 Despite repeated attempts, the General Manager JKPCC couldn’t be contacted for comments.
