Tarigami for comprehensive reservation policy for disabled

Srinagar, Dec 3: CPI (M) State Secretary Muhammad Yousuf Tarigami Monday called for a comprehensive reservation policy for the disabled in private educational institutions, training and professional colleges to empower them.
In a statement issued here today, Tarigami said that there is urgent need to evolve, develop and focus on measures to build capacities among “this miserable lot for their dignified living and ensure equal opportunities to them.”
Stressing on opening of special vocational rehabilitation centers in the State, he said that training in different crafts and trades would hone their skills and enhance their employability. He said instances are many where disabled persons across the world have excelled normal people by achieving rare feat in scientific, research, economic and other pursuits after they received proper attention.
Maintaining that rising problems of the disabled can’t be addressed through lip-service, pseudo promises or ritual celebration of World Disability Day, he said “serious policy intervention is the need of the hour to facilitate their independent living and self determining existence.” He termed security assistance at the rate of Rs 400 per month as a “cruel joke” with them, saying the amount is too low to meet even their basic food needs.
Demanding setting up of a Disability Commission in the State and implementation of JK Persons with Disabilities Act 1998, Mental Health Act 1987, National Trust Act – 1999, Tarigami said that the administrative structure would be instrumental in looking at their problems holistically and formulating policy inputs for their welfare.
