JK gears up to launch RFD initiative
Omar For Performance Evaluation Of Bureaucracy

Jammu, Dec 7: Chief Minister Omar Abdullah Friday said there must be a process to evaluate performance of bureaucracy on the pattern of political leadership, which is being assessed by the people through elections.
“While elections present evaluation perception of public representatives, there should be performance evaluation of bureaucracy and government departments as well”, Omar said addressing two-day workshop on “Results-Framework Document (RFD) – An Instrument of Improving Government Performance,” here this morning.
The two-day workshop, being organized by Cabinet Secretariat (Performance Management Division), Government of India in coordination with State Government, is being attended by administrative heads and middle rung officers of all the government departments.
Chief Minister said RFD would provide mechanism for performance assessment in relation to the delivery of services, realization of targets, completion of schemes in a qualitative manner and the outcome of the works done.
He said that while in the private sector performance of an individual or department could be easily judged as in most of the cases it depends on the financial outcome, in government sector the mechanism is more complex.
“The Annual Performance Report (APR) mechanism in vogue presently is for evaluating individual government functionaries but it does not present accurate reflection of the performance of the departments and the officials and officers”.
The Chief Minister said that those days are gone when performance was hidden with this perception that after some years it will be forgotten. “You (officers) have to put your performance in public domain and that is what transparency demands”, he said.
Omar said RFD initiative will be launched this year in one go and all the departments would be asked to formulate RFDs for last quarter of the current year and for entire next year.
Chief Secretary, Madhav Lal - who has been associated with the RFD formulation at the Centre and has piloted the programme for implementation in the State - gave detailed account of the significance of RFD to improve the performance in government departments and ensure qualitative public service delivery.
“Implementation of RFD would be yet another significant initiative of the State government after implementation of PSGA, RTI and holding of Panchayat Elections besides transferring crucial functions and powers to these institutions”, Lal said.
Secretary Performance Management Division in the Cabinet Secretariat, Dr Prajapati Trivedi in his address gave detailed account of the structure and overview of the importance of RFDs.
Principal Secretary to the Chief Minister, BB Vyas highlighted the necessity of RFD to improve the performance of government departments.
