Srinagar, Feb 3: Mocking at the claims of Jammu and Kashmir Government about providing quality education in its institutions, 28 Higher Secondary Schools have fared badly in class 12 examination.
A look at the result announced by Jammu and Kashmir Board of School Education on Thursday reveals that 28 Higher Secondary Schools have pass percentage below 33.
While Kupwara tops the list of these educational institutions with 13 Higher Secondary Schools having less than 33 per cent performance, the result of other educational institutions in the district is also not quite impressive as overall pass percentage is pegging around 43 – lowest in the Valley.
In Islamabad (Anantnag) four, Bandipora three, Baramulla two, Pulwama two, Budgam two and a one each institution in Pulwama and Srinagar fall in this category. In many cases, the Higher Secondary Schools where the enrollment was only in two digits, the result is very dismal.
For example, in Government Girls Higher Secondary School Langate, only three cleared the examination out of 17 students. Similarly in Government Higher Secondary School Gada Khud Bandipora, only three passed out of 12.
Insiders in the Education Department blame Directorate of School Education and State Government for the poor results. “Every year Government announces establishment of Higher Secondary Schools even if the roll of students in the area does not qualify for creating of the new institution, without placing the requisite staff and infrastructure in position. These institutions are set up only for scoring political points and keeping the local legislators in good humour. If we look at the results, most of the schools that have shown poor performance have been established in recent years. Even some newly created schools were functioning without a single permanent post of lecturer,” a top official, wishing anonymity, told Greater Kashmir.
“This dangerous trend of politicization of education needs to be arrested,” he said.
Officials in Education department in Kupwara however blamed shortage of faculty for the dismal performance.
“Out of 530 posts of lecturers, we had only 141 in place and remaining 389 were lying vacant. We are mostly relying on contractual lecturers and they cannot do justice with this job. Even not a single post of lecturer was created for seven higher secondary institutions till September 2011. Even the teachers are refusing to work as contractual lecturers in far-flung areas of this district on remuneration of Rs 7000. We had approached directorate to give incentives to contractual lecturers working in these remote areas but they did not act upon our suggestion,” an official said.
When contacted, Director School Education, Shagufta Parveen said that they were analyzing the causes for low performance of some schools.
“Overall this year the result was quite better than previous years. One thing should be kept in mind that the improvement is not an abrupt but a gradual process,” she said, adding that action would be taken against the staff of the schools whose performance has been bad.
