Srinagar, Jan 21: Over a dozen stray dogs attacked a 10-year-old boy in Baghwan Pora, Lal Bazar area of the City leaving him badly wounded with over a hundred bites.
 The kid, who was returning home from tuition last evening when the stray packs mauled him, is battling for life at SK Institute of Medical Sciences Soura.
 The incident is being seen as first deadly attack this year, by the stray dogs in this summer Capital, which has witnessed several dog attack deaths including that of a 10-yer-old Shaher-e-Khaas boy, last year.

THE DEADLY LATEST
 Muddasir Ahmed Wangnoo was targeted at around 5:00 PM while returning home after tuitions. Witnesses said no less than 15 canines attacked the boy, mauling his head and limbs.
 The crying boy could only be rescued by locals when he was lying unconscious in a pool of blood and the stray packs were chased away.
 He was rushed to hospital in a critical condition while doctors said his fate was uncertain given the deadly bites on his body, particularly head.
 Mudasir is admitted at Post Operative Ward vide MRD number 00691920. Doctors have declared him “class three dog bite with very high risk of getting rabies.” “It’s a Pnmeumopricardium and Pneumothrox  i.e, free air around lung and heart due to tracheal perforation,” the medicos said.
 A doctor treating him said even though the patient was being administered vaccines and other life saving drugs, his chances of recovery were bleak given bites on the head and face.
 “A bite close to head is very dangerous because rabies becomes incurable in such conditions and patient can die even after being given the dose of anti-rabies vaccines,” explained a medico, expert on the issue, who works with Government Medical College, Srinagar.

THE IRONY
 Money is no issue for the Wangnoos, a prominent business family, to get their dear one well. “Money is no issue, we are willing to spend any amount in part of the world but his condition is such that doctors said money couldn’t help much,” said his family members.
 But given the costly vaccines required for the treatment of such cases, the family wondered what must be plight of economically backward people coming across such situations. And there argument holds weight in the backdrop of a study that over a dozen people in Srinagar  are bitten by dogs on an average everyday while observers say a majority of the accused are children and women.

FAMILY FACTOR
 The victim happens to be the nephew of Manzoor Ahmed Wangnoo, a prominent businessman and Chairman, Nigeen Lake Conservation Organization. The emotionally charged uncle at once shot an SMS to Srinagar Municipal Corporation, Commissioner, Sheikh Mushtaq.
 Reads the SMS: “A/A Respected Comm Sb My 10 year old Nephew studying in class 4th was on his way from tuition this afternoon when he was attacked by about 15 dogs. He is now admitted in POW batting for his life. Doctors are trying their best to save him. Come right now and see his condition. Presume if it would have happen to your child what will you do?”

HELPLESS SMC
 The Commissioner is understood to have replied the SMS expressing his inability: “Allah will save your son InshaAllah. I will pray for him. So called animal lovers have prosecuted me for killing even mad dogs.”

THE MENACE
 The summer capital with over one lakh dogs reportedly on prowl has witnessed a surge in the canine attacks while at least three persons including a 10-year old boy of Zaina Kadal died in the past around a year.
  While the SMC admits its failure to eliminate stray dogs, the government has failed to formulate an alternative strategy to counter the menace other than looking ahead for a million dollar investment for “rehabilitation of dogs at state-of-the-art” pounds where the male of the specie could be sterilized.

GOVT CONCERN
 The coalition government is seemingly so concerned towards the welfare of dogs that last year following reports of alleged killing of stray packs in some area, it formulated a high level committee to probe the allegations.

BOTTOMLINE
 While many in government support the costly investment of dog pound construction, expected to cost around Rs 10,000 crore; a million dollar question posed by Chief Justice FM Ibraheem Kalif Ullah, who has been personally hearing a PIL over the dog menace, remains un-answered: Will a dog stop biting after sterilization?
