Rs 30 crore bridge work allotted without tenders
Rs 5 crore released one year ahead of allotment

Srinagar, Jan 6: The Jammu and Kashmir Projects Construction Corporation (JKPCC) has allotted a multi-crore project in Jammu’s Doda district to a construction firm without inviting any tenders, official documents reveal.
The JKPCC authorities had also released more than Rs 5 crore in advance to the contractor in 2006 a year before the work was officially allotted to him in 2007.
The documents lying with Greater Kashmir reveal that the work costing Rs 29.95 crore was allotted to M/s AK constructions, builders and engineers 210 south block Bahu plaza in Jammu. The JKPCC claims that the work was allotted in 2007.
However, the records reveal that the project was allotted in December 2006 in contravention of rules.
“The work was allotted to sub-contractor in February 2007 vide General Manager JKPCC and as per allotment date of start was reckoned from December 2006,” said General Manager JKPCC Ltd Jammu in response to application filed under Right to Information Act (RTI).
The reply provided by the General Manager JKPCC under official letter No: GM/J/3756-59 dated 17.11.2011 stated that no tenders were invited for the huge construction project of bridge in Doda district.
Replying to the present status of the work, the JKPCC document says that work will be completed within one and half year.
“The value of work done is Rs 1304.24 lakh and the total cost of the work is approximately 30 crores. The work is expected to be completed within one and half year subject to finalization of drawings from proof consultant of IIT Delhi,” the reply stated. “The soft slab over pier P1 has been laid and PSC superstructure completed upto 901.00 Mtr. Pier P2 has been completed upto level of 893.58 Mtr. Abutment A2 completed upto level of 900 Mtr and earth work for right side approach road 90 per cent completed,” the document reads.
The document reveals that around Rs 5.9 crore was paid in advance to the sub-contractor for the work.
Replying to the criteria for allotting the work, the official has replied vaguely that the work was allotted on the basis of recommendations of the committee constituted for the purpose.
