Power problem
This takes reference to the write up by M Ashraf, titled "Kashmir on its own-Power" GK dated 15th July 2012. So IWT shall stay unaltered for the time being. However NHPC issue shall have to be sorted out by Govt at political level only because the IAS personnel, once described by Churchill as "Steel Frame of India" shall never cooperate. In case the politicians fail the people shall have to take to streets. I'm sure these politicians understand that language only. Otherwise we shall always be carrying begging bowl in our hands.
As for our Power Development Department less said the better. It may be a bit surprising but it is a fact that all the Engineers at senior level in the PDD are holding only temporary charge on substantive posts. Why it is so is a riddle only for government to solve. Till then the sword of bureaucracy will keep on hanging on the poor engineers who cannot but follow the diktat of those Babus sitting there in the secretariat with a mission to see us going from bad to worse. In my opinion all the ills of the PDD will vanish overnight if a technocrat is in the driving seat. I'm reminded of that Super Engineer R.S Gill who was Power commissioner in sixties and revolutionized the Electrical Department. It is his direction and consequent momentum generated that the PDD is still going on.It was during his time that we realized that we have potential of thousands of mega watts. That dream took birth on paper and continues to remain on paper.
