Transfers, postings in administration
Srinagar, June 11: The state government on Monday ordered two transfers in the state administration. Additional Secretary, Department of Law, Justice and Parliamentary, Affairs, Abdul Majid Bhat, , has been transferred and posted as Managing Director, J&K Agro Industries Development Corporation, in his own pay and grade, on deputation basis, with immediate effect relieving Farooq Ahmad Lone, Director, Agriculture, Kashmir of the additional charge of the post. Bhat was also posted as Additional Private Secretary to Minister for Agriculture
A GAD order said during his deputation Bhat shall be governed under the standard terms and conditions of deputation as and he shall retain lien and promotion prospects in his parent department viz. Department of Law.
In an another order, Deputy Director (Administration) Directorate of Social Welfare, Kashmir Rubeena Kounser, KAS, is transferred and posted as Secretary, J&K State Commission for Women on deputation basis with immediate effect. A GAD order said Deputy Director, Social Welfare, Kashmir Rifat Arif, shall hold the charge in addition to her own duties, till further orders.
Kounser shall hold posts in her own pay and grade and subject to the outcome of writ petition(s) bearing SWP No. 1347/2011, 1352/2011, 1413/2011 or any other writ petition(s) pending consideration before any competent court. She shall not create any right, interest or equity in her favor for her promotion as and when the same is made on substantive basis in accordance with the provisions of Jammu and Kashmir Administrative Service Rules and she shall be governed under the standard terms and conditions of deputation.
