‘Committed To J&K’s Peace, Development’

Srinagar, June 1: Reaffirming his government’s commitment to work vigorously for permanent peace and sustained development in J&K, Chief Minister Omar Abdullah Friday said that “a well-defined roadmap to reach out to all sections of the society is being followed to facilitate forward movement in the process of restoration of permanent peace in the state.”
Talking to different deputations who called on him in his Friday Awami Mulakat (public meeting) here, Omar said the “positive results of the initiatives that my government has taken to focus on development and peace have started yielding visible results.”
“From the day I assumed the charge of Chief Minister of Jammu and Kashmir, my government’s attention has been on the twin subjects of addressing political issues and economic betterment with equitable development of all regions of the state,” Omar said. He said in the past three years, the performance of the coalition government “speaks for itself.”
The Chief Minister said that peace is imperative to resolve issues and give necessary fillip to development process. “The dividends of peaceful 2011 in the shape of comprehensive and faster development along with generation of wide-ranging economic activities are clearly noticeable on ground,” Omar said.
He said that his government has taken “historic decisions regarding empowering people, bringing transparency in the functioning of administration, making public delivery time bound and making the government answerable before the common masses.” “The necessary legislations enacted during the past three years to strengthen the institutions and check malpractices and corruption in public dealing have been widely recognized as noteworthy and effective decision of the government,” Omar said. “We have given power to public to demand service delivery within the fixed time frame, thereby making administration legally bound to deliver in a time-bound manner. People should take best advantage of the path-breaking and historic public empowerment initiatives like the Public Service Guarantees Act.”
Omar said for the first time “Third Party Monitoring by independent agencies to ascertain the quality and benefits of development projects has been initiated in the state.” “E-tendering and e-procurement are other measures introduced to bring transparency in allotting works and making purchases for government departments,” he said.
Omar said his government has underlined unemployment scenario in the state as prime concern to be addressed on priority. “First time in the history of Jammu and Kashmir, unemployed youth have been covered under State Voluntary Service. Presently over 30000 youth who have left studies and are without jobs are receiving unemployment allowance while new window of self-employment in MSME sector under SKEWPY has been opened for the educated unemployed young persons,” Omar said.
