Everyday Jammu & Kashmir dispute gets more entrenched with a new dimension added with every turn.  The Chief Minister Omar Abdullah and his party have consistently carted the burden that J&K is not a settled polity and every attempt made at progress and governance will be navigated by events in politics of Kashmir.   He has maintained that the malady of belligerent relations between Pakistan and India and between people and the State of the countries must come to an end once and for all.    All attempts at curing the signs will be futile.   Siachen or Sir Creek or water related fiasco point at blemishes that are regarded as evidence of an underlying disorder.   These symptoms only show that something is wrong.  This Omar doctrine can be explained metaphorically by using a condition called Congestive Cardiac failure (CCF).   There is unbearable breathlessness in the patient akin to Saichen and Sir Creek altitude sickness and belligerent confrontation of Indian and Pakistan forces experience.   The failing heart brings fatigue, apathy and feeling of purgatory due to inefficient delivery of oxygen.   The intractable nature of Kashmir dispute impedes stamina to work at a solution.  Water logging and swelling in CCF are signs of failing heart just like hardworking development stops with unfinished projects in all sectors of governance and economic log jams.   The ultimate end will be multiple organ failure or  MOF and a terminal end of CCF patient and possibly a disaster for Kashmir.
Omar maintains that matters debated by India and Pakistan over the glaciers, rivers and mountains are a part and parcel of J&K.    They must be integral to a composite dialogue and his doctrine dictates that just like a heart transplant in CCF, all manifestations of hostility will disappear, in a similar manner all disputes related to J&K will drop out to irrelevance as soon as  a peaceful settlement of the dispute has been realized.  ‘Saichen is also a part of  J&K then why is it being treated separately’ (GK June 15)?    In an earlier statement he said ‘ Kashmir is an international dispute and Geelani 5 –points are acceptable’  There are voices emanating from India that underscore freedom struggle in Jammu & Kashmir and they have expressly shown themselves as putative defenders of their struggle.  There are sincere expressions of empathy and earnest efforts of help that must remain alive in the hearts and minds of peace makers at  all times to come.
National Conference party has been emphatically supportive of Omar doctrine and the triumvirate   members of the family driving the message has witnessed Dr Mustafa Kamal the joint spokesman of the party voicing his version of seminal founts of the dispute.   Dr Mustafa has raised doubts at the veracity of legal treaties that bond relationship between India and the people of Jammu & Kashmir.  He has also expressed concerns about the human rights abuses and the peremptory statutes covering an excessive quantum of forces.   In his exhaustive touring of the State he has been critical of dissentions in political parties that are antithetical to the future welfare of the State and its peoples.   His overall message to the world is a final solution of the Kashmir dispute that must include all people in Pakistann administered Kashmir , Gilgit and Baltistan and restoration of the legal title of the State as it stood at the time of decolonization of India. 
It is not enough for any political party to be merely critical of other factions.   Why is it not possible for everyone concerned conscientious citizen to rely on the facts of the turmoil they are caught up in and work together with an aim to find a solution?   People Democratic Party (PDP) leaders aim all their anger at the ruling coalition.   They blame local political instability, rampant corruption and betrayal for economic atrocities facing the nation.   They offer direction for dual objective of restoration of basic problem and development. In an analysis of deconstructing Omar Doctrine development will follow resolution of the basic problem and not the other way round.   In the meantime the sufferance levels of the general masses are hiking to peak levels.   There are a record number of suicides and people are trying to flee to places where ever they can for respite and survival.
