JK seeks major hike in tourism, agriculture

Energy, Irrigation, Transport Projected On Lower Side

Annual Plan Outlay

FIRDOUS TAK

Jammu, June 7: The J&K Government has sought a major hike in the agriculture and general economic services, largely tourism, in the Rs 7300 Crore Annual Plan Outlay projected by the state before the Planning Commission of India.
Informed sources told Greater Kashmir that the state government has submitted a detailed proposal indicating the expenditure it has incurred in various sectors during the last financial year and the requirements for the current fiscal. A high-level team of administrative heads of all the government departments is expected to hold another round of meeting with the PCI officials on June 12.
They said that the state government has worked out its Annual plan proposals based on a total outlay of Rs 7,300 crore for the financial year 2012-13 and after a verbal nod from the Union Finance Minister and Deputy Planning Commissioner the figures have been tentatively incorporated in the annual budget of the state.
Since the Planning Commission of India is yet to finalise the size of the Twelfth Five Year Plan, an expectation of around 10% step up in the next year’s plan size was assumed to be reasonable by the state government. The government, in addition to the annual plan outlay, has also sought extension of various centrally sponsored schemes under Prime Minister Reconstruction Plan (PMRP).
Sources said allocations are down for Rural Development (from Rs 200.33 crore to Rs 198.34 crore), Special Area Programmes (from Rs 399.24 crore to Rs 395.87 crore), Irrigation and Flood Control (from Rs 483.56 crore to Rs 446.73 crore), Energy (from Rs 496.27 crore to Rs 455.13 crore), Transport (from Rs 876.25 crore to Rs 823.08 crore), communication and science, technology and environment. In contrast, outlay for general economic services, largely tourism, has been stepped up 72% while agriculture and allied activities has been given 34% more than last year.
The annual plan has made a provision of Rs 541 crore for the schemes to be covered under the Agriculture and Rural Development sector.
