LC rejects resolution for early constitution of BDCs, PBs

Jammu, Mar 1: Government today rejected a resolution moved by the opposition Peoples Democratic Party (PDP) in the Upper House seeking early constitution of Block Development Councils and District Planning and Development Boards.
 The resolution, moved by PDP MLC Murtaza Khan in the Upper House, was defeated with voice vote after the government assured that it was committed for the empowerment of panchayats in the state.
 The member, however, alleged that the state government is adopting dilly dallying tactics on constituting Block Development Councils and District Planning and Development Boards, which has exposed the much hyped claims of state government on the issue of strengthening Panchayats.
 Minister for Law, Parliamentary Affairs and Panchayati Raj Minister Ali Muhammad Sagar while replying on the resolution said it was matter of pride and achievement that the state government conducted had Panchayat elections in the state after many years. The state government is also committed to hold elections for Block Development Councils and District Planning and Development Boards.
 However, Murtaza Khan said that the Panchayat elections were held in the month of June last year and even after passage of nine months, the state government is not taking initiatives for constituting Block Development Councils.
 Even in its answer, the state government has not provided tentative dates for the elections, he said adding that this is nothing but deliberate attempt on part of state government to delay the remaining process of empowering Panchayati Raj institutions.
 He said that that in the all the funds for the development work are to be released by the District Planning and Development Boards. When Block Development Councils are not constituted then who will constitute District Planning and Development Boards he asked and added that if developmental funds are directly transferred to the Panchayats, it would be violation of Section 47 of Panchayati Raj Act 1989.
 Khan said that on one hand the Chief Minister claims of strengthening Panchayati Raj Institutions but on the other hand resolution in this regard is being defeated.
