Passport hassles

This refers to a very good news story regarding issuance of passport of Kashmiris (Greater Kashmir 23rd  March 2012) regarding. I am one of them who are not getting the passport without any reason as I have applied for the passport in 5th May 2008 since then I am not getting it. When I enquired about my passport, passport office officials told me you just go to CID office they will tell you the exact situation. When I went there they told me to go to SSP office Batamaloo and  when I went  there they told me that they have already sent  my file to CID office and it takes me years to go here and there but all in vein. I can't understand what is happening. -
