BACKDOOR APPOINTMENTS IN SPORTS COUNCIL

Jammu, Mar 8: Issue of alleged backdoor appointments in State Sports Council once again generated heat in Legislative Council, here on Thursday, with opposition threatening to move State Accountability Commission against the sports ministers and other functionaries of the Council.
 The issue was raised in the Legislative Council today by the PDP MLC Murtaza Ahmed Khan, who moved a motion seeking discussion over the issue. Lashing out at the Minister for Youth Services and Sports R S Chib, Khan said that during past three years number of blue-eyes and influential persons have been engaged purely on the political considerations without following rules.
 He alleged that the Minister being in his capacity as Ex-Officio Vice President of the Council has violated the rules by making illegal and backdoor appointments in the Council, which need to be probed. “Even these posts were not advertised nor were they assigned to the Service Selection Recruitment Board (SSRB) for initiating the recruitment process”, Khan said.
 Targeting Chib, he said that son of senior NC leader and MP Mohammad Shafi Uri was appointed as an Editor in the Sports Council. Further the posts of Editor and Photographer are non-existent, he claimed adding that the minister even appointed his trusted lieutenant as Secretary of the State Sports Council on deputation by the dint of an illegal Cabinet order.  
 “If this was not enough some officers were promoted by superseding seniors thus denying equal opportunities to all”, he alleged further. He said that this guilt and action is very serious as compare to other ministers, the minister must resign to maintain the sanctity of the post.
 However, denying all allegations leveled against him, the minister said that he has not committed any wrong and has followed the rules. As the Sports Council is an autonomous body and registered society, it has its own constitution, he said adding that its management has the right to create a post or to abolish it.
 The council, he said, has power to appoint any employee. “No rule has been violated in this matter and even promotions are done in a transparent manner”, averred Chib.
 Regarding engagement of some employees, the minister said that they were already working on contract basis as causal or seasonal labourers for the maintenance of various sports infrastructure in the state and were simply asked to continue.
