Why Employees Strike

Development and dilatoriness do not go together. Procrastination only indicates bad governance. With calm largely returned, it is time for building the much-required infrastructure in the state.  However, with its dilatory policies the administration instead of consolidating the gains of calm has been imperiling it. The increasing number of educated employed has assumed threatening propositions. Notwithstanding making tall claims, the administration has failed to come up with a well-meaning employment policy. So far, the government has been only pursuing an ad hoc policy of creating an army of underpaid workforce by appointing them on paltry consolidated stipends in education, agriculture and other departments; that does not contribute much to the state. As rightly put by the state governor at a seminar in Kashmir University, corruption is the biggest problem of the state that leads to bad governance, inequality and disparity in development of different regions. The state undoubtedly is armed to the teeth with laws for fighting corruption but so far the government has failed to take effective steps even far reducing the level of corruption. Mafias operating within the administration are looting coffers with impunity.
The diarchy within the administration in fact has been contributing to the messy situation. The state finance department has been working as an island and not in tandem with other limbs of the administration thereby defeating the very policies of the government. The diarchy within the administration is one of the primary causes for perpetuation of confrontation between the government and its employees. Strikes have taken a toll on the state economy. Now when the strike culture is slowly waning from the scene, the employees’ strikes can prove potentially dangerous for the fragile peace in the state. The state government employees after observing two days strike, on the eve of opening up of offices, in support of their demands have threatened to go for three-day strike from 25th if government fails to live up to its agreements with them. Now when the committee appointed by the government has put its recommendation the government without much ado should implement these recommendations to allow consolidation of calm in the state.
