PDP looted exchequer, sold state for personal gains: Tanvir

Srinagar, May 17: Lauding the Chief Minister and National Conference working President Omar Abdullah for his visionary initiatives to make the state self reliant, the NC Spokesman Tanvir Sadiq on Thursday said that Omar Abdullah’s revolutionary steps towards making the state to produce surplus power is commendable
 “The number of projects that are coming up are giving sleepless nights to the PDP and its leaders and as such they gather a handful of people and start spreading lies” said Tanvir in a statement.
 Hitting back at the PDP and its leaders the spokesman said that while they talk about the Rs 50000 crores, that the state will earn from natural resources, Tanvir asked them “Where were all these resources when they were ruling, did these natural resources disappear.”
 “Their lies have no barriers, they talk about natural resources why didn’t they create even 1% out of it when they were in the government” asked Tanvir,  adding that “ The irony is that not even one power project was sanctioned or commissioned during their rule”
 Emphatically stating that all the project that are commissioned or are in the pipe line the spokesman said are by the personal intervention of  Dr Farooq Abdullah or Chief Minister Omar Abdullah and the PDP is shamefully saying that National Conference bartered natural resources by signing unfair agreement.
 The spokesman said while enumerating the number of power projects going on the J&K’s Flagship Project 450 MW BHEP-I was awarded in April 1999 during Dr Farooq Abdullah’s tenure and the project stands commissioned. 1200 MW Sawalkote with revised capacity 1856 MW was awarded in 2001 during Dr Farooq Abdullah’s tenure. The spokesmen said ironically the contract was cancelled in 2006 by the PDP which was contested by the Consortium in the Hon’ble Court.  Tanvir said during Dr, Farooq Abdullah’s tenure 450 MW BHEP-II was awarded in 2002 and is almost complete.
 “Farooq Sahib did so much for the state that even his adversaries are indebted towards him, I fail to understand why PDP makes a mockery out of itself every now and then by spreading false propaganda but eventually stand exposed” said Tanvir
 He said that Chief Minister Omar Abdullah has taken such steps which no one could have had dreamt of.
 Tanvir said, by awarding 690 MW Rattle HEP which has been revised to the  capacity of 850 MW through International competitive tariff based bidding process in June 2010, J&K has taken a lead in tariff based bidding. The benefits to the State from the Project include 16 % free power, 55 % power at a level tariff of Rs 1.42 per unit and upfront premium of Rs 5 lacs per MW. The project shall revert to J&K after 35 years and is targeted for completion in 2017.
 Tanvir said “Under Omar Sahib Kiru of 600 MW Kiru, kawar of 520 MW and 1000 MW Pakaldull have been implemented in a Joint venture with JKSPDC, NHPC and PTC” adding that the agreement was signed in December 2010, keeping in mind the interest of the state first and safeguarding them” Tanvir added that “the Bidding process Parnai at 37.5  MW , Lower Kalnai at 48 MW HEP and New Ganderbal 93 MW HEP is in the final stage  and will commence by the end of this year.
 He said that for installation of 3rd Unit for Pahalgam HEP has been awarded and the work shall be completed in March 2012, while as contract for commissioning of 0.35 MW Matchil HEP is at the finalization stage and the Process for implementation 240 MW Kirthai-I & 990 MW Kirthai-II is on.
 Tanvir firmly stated that “New Hydel Policy has already notified last year in July and its is for the first time projects upto 10 MW have been reserved for J&K residents” adding that “under this policy 10 Projects with an aggregate capacity of 172 MW have been advertised and bidding process is in advanced stage. More Projects are in the process of being notified for allotment to only State subjects”.
  “Many projects that were not commissioned earlier have been taken up with the personal intervention of Omar Sahib, whileas Sanjak of 1.26 MW has already been commissioned in 2011.
 Tanvir said, “Athwathoo of 10 MW and Brenwar 7.5 MW are the only two private projects in operation within the State and they also have been commissioned by Omar Sahib”.
  While lashing out at the PDP for their misinformation campaign he said that after all these project what do they have to answer, it becomes our responsibility to expose these double faced leaders who suffer from senile dementia
 “Let them come out with even one project that they have commissioned or have ever started ”asked Tanvir adding that “ they will be held responsible for their anti-people policy and will have to answer what they did with all the money and resources that was sanctioned by the GOI for the development of the state” said Tanvir “ they have looted the state exchequer and sold Kashmir for their personal gain”
 “What did the PDP and their leaders do except, taking the state to anarchy by burning Kashmir in 2008 and 2010, as if the previous massacres and installation of Jagmohan was not enough” said Tanvir adding that “PDP in their regime didn’t even sanction one power project and they are talking about water resources”
 “Speechifying about 3 years is so overused and worn out that even the PDP leaders are fed up” Tanvir said
 If the PDP is so sincere and concerned about the people and the resources then they should stop playing petty politics and help NC and strengthen the hands of Chief Minister Omar Abdullah who is tirelessly trying to usher in change, said Tanvir adding “ why only Rs 50,000 crores annually, we can earn the double of it if they stop using people as fodder and stop playing with the sentiments of the people.”
