Animal rights

This refers to the dog menace in the valley. The government  has to come up with a sound policy to curb this menace. It seems that animal rights are valued more than human rights in J&K. Dogs are enjoying more rights here than humans as they are being protected by Animal Welfare Board of India (AWBI) and Society for Prevention of Cruelty to Animals (SPCA) who raise much hue and cry every time there’s talk of threat posed by the dogs in the valley.
