Ensure Good Governance

The Civil Secretariat and the other allied offices   opened on Monday in the summer capital on a peaceful note. It is not a new phenomenon. The ritual was introduced by the feudal rulers of the state for their comfort. Some inherent political expediencies continued to stay on even after the end of the autocratic rule sixty-three years back. The expediencies or compulsions apart, the administration has failed to evolve an effective alternative mechanism for closely monitoring entire state when the offices are in one or the other capital. This feudal system has adversely affected  balanced growth and development of the state. In seventies, the state government benefitting from the experiences of the then economist governor of the state L.K. Jha, for bringing in equitable development of all the regions and districts of the state introduced the concept of single line administrative system. This system, studies showed, helped in the growth and development of some underdeveloped hilly and backward areas of the state. But this innovative administrative mechanism for some unknown reasons was largely abandoned without assigning any reasons. And the government at no point of time, other than putting in place some ad hoc arrangements like setting up winter and summer secretariats respectively in the two capitals thought of creating an effective monitoring systems for ensuring development of the state. There can be no denying that ministers were asked to operate from these secretariats but fact of the matter is this experiment has not brought any relief to the people. While calling for reevaluating the entire exercise of the office move without threatening the integrity of the state and working on decentralization of the authority, the government needs to make use of the prevailing peace in the state by making development a priority. It can be said without fear of contradictions that the performance of the coalition of government has not been up to the mark and the governance has neither people centric nor people friendly. Largely truancy and non-performance of ministers have contributed to bad governance in the state. It is high time for chief minister to ensure to accountability in his team of ministers and be bold enough to show door to the non-performers.
