Backward certificates

 This refers to the article “once upon a time” by Dr Azmat Alam Khan. The article brilliantly exposes the disparity of brilliant students in relation to their batch mates whose ancestors sometime back lived in far flung areas. The administration should have a balanced evaluating system to monitor these things. How can a village be rated as a backward when about 30 officers are residing in the same village with all preliminary facilities?
