Wait gets even longer; tenders cancelled

Jammu, Nov 10: The wait for the much needed Critical Care Ambulances has been further prolonged as the procurement tenders have been cancelled yet again for around tenth time, apparently  because of  insufficient number of bidders coming forward.
 Sources in the health department said that the process for acquiring 50 Critical Care Ambulances for the state was started way back in 2008, but since then the much needed ambulances have not been procured.
 Out of these 50 ambulances, both Kashmir and Jammu divisions would get 25 ambulances each.
 As per the proposal, each district in the state has to be given at least one Critical Care Ambulance for carrying the critically sick or injured patients to the hospitals.
 Equipped with the medical facilities similar to that available in the Critical Care Unit, these ambulances hold key in saving the precious lives of the critical patients during the interim time of carrying them to the hospital.
 Experts said that the ‘Golden hour’, which is often wasted in providing necessary treatment to the critical patient till he or she is carried to the hospital, more often  results in the death of the patient. But with these ambulances having all the facilities and life support system, the ‘Golden Hour’ will not be wasted and many precious lives could be saved.      
 About the delay in procurement of the high-tech ambulances, sources informed that a minimum of three bidders are required for accepting the tenders adding that each time the tenders have been invited, the number of bidders did not meet the minimum requirement. As a result the process was hampered every time.
 While confirming the cancellation of the tenders, Director Health Services, Jammu, Madhu Khullar said, “For the last some years, the tenders are being cancelled due to lack of quorum. As per the norms, we require at least three bidders for allotting the tenders that we are not getting over all these years”. She added that this time also the tenders have been rejected as there were only two bidders. “We will be issuing fresh tenders in this regard very soon”, she said.
