Building ill-equipped, Central Heating System not installed

Srinagar, Nov 15: The Sarai (resting place) at SMHS Hospital, which was inaugurated last month by the Minister for Medical Education, R S Chib amid fanfare, has not been made functional yet.
 “The 5-storey Sarai building is ill-equipped as it lacks basic facilities like heating system, furnishing and sanitation arrangements that made it inefficient for the public use since the winter is approaching,” said officials wishing anonymity.
 “Despite spending Rs 4.80 crore on the construction of the building comprising of five stories with 30 rooms, the administration did not open it for general public,” they said. 
 Sources said the Sarai opening has been halted due to internal bickering among the officials over the management of the building. “Some officials want the management of the building to be outsourced to some private agency while others think that the internal management would be suitable. This has created a dilemma in the hospital administration,” they said.
 The building was inaugurated by RS Chib on October 26 this year in presence of a gathering including officials from Health and Medical Education Department advisor to Chief Mubarak Gul, MLA and Chairperson State Women Commission, Shamima Firdous and Managing Director, Jammu and Kashmir Project Construction Corporation (JKPCC).
 Though, the minister had directed the concerned agencies to take immediate steps for making the heating system operational for keeping the rooms warm for people’s conveyance during winter months. “However, nothing substantial arrangements have been made by the authorities,” said an official.
 He said the building has, which has facility for around 150 attendants, was needed for providing necessary facilities to those far flung attendants who face difficulties in getting accommodation in the city.
 Minister for Medical Education R S Chib said: “I will take up the matter with the hospital administration and JKPCC officials as to what wrong has happened with the building.”
