Sterilization contract

This refers to the article “dog menace turns million dollar business.” Why has the government taken this step to give sterilization contract to the Gujarat based NGO?  It means that the government doesn’t want J&K doctors to do this job anymore. Why is the government not giving this job to J&K veterinarians? They are all capable of doing this job. They should spend some money on J&K veterinarians and then see the results.
