Reviewing progress
It was very pleasing to know that Divisional Commissioner Kashmir has reviewed progress on payment of compensation to land owners whose lands were acquired for 4-laning of National Highway. In 2009 land was acquired and possession taken by concerned authorities under relevant clause of Land Acquisition Act and 80% of cost assessed paid to owners. The owners accepted payment and in some cases under protest as rates for same nature of land varied from location to location. In certain cases rates for irrigated lands were fixed at same rates as for un-irrigated lands. These instances were appealed against and it is expected that instances have been probed while finalising the award. The finalisation of award might have been delayed also on account of reported embezzlement in payment of compensation.
Now the construction agencies have taken up work while final award is yet awaited and consequent abnormal delay caused in payment of balance compensation and interest due under rules is weighing heavily on the concerned land owners.The worthy Divisional commissioner is expected to ensure payments due as early as possible after consideration of objections filed by land owners.
