Wrong planning in construction cripples healthcare: Prof Pampori

Srinagar, Nov 3: The newly constructed block of Valley’s sole maternity specialty, the LD Hospital has no labour room and prenatal care wards as Jammu and Kashmir Construction Corporation (JKPCC), the project executing agency forgot to keep space for the vital facility due to their improper planning and design, Principal Government Medical College (GMC) Srinagar, Prof Rafiq Pampori Saturday said at a function in the City.
 He said despite spending Rs 40-50 crore on the hospital building it lacks several facilities including a proper space for labour rooms and other facilities. “JKPCC has failed to make it proper place for accommodating a Maternity hospital,” he added.
 “We cannot upgrade the facilities in the maternity hospital as the new building is ill designed. I think we need to renovate the old building for the upgradation,” Prof Pampori said.
 According to him, the wrong planning by Government owned agencies including JKPCC and the R&B in construction of hospital buildings has left healthcare delivery system limping in major City hospitals.
 “The City hospitals are constructed in such a manner that the medical practitioner finds it difficult to treat patients. There is no proper plan or standard followed in the construction that would help make the delivery system proper,” Prof Pampori said. He was addressing the second day of ‘PG Thesis Presentation Programme’ in the GMC auditorium.
 “In operating department for which the most integrated function is required, wrong planning has destroyed the whole concept of Modular Operating Theatre, which will not satisfy needs of a modern practitioner,” the principal said. “The new theatre block at Bone and Joints hospital is one such example,” he added.
 Replying to a query, Prof Pampori said “controlling infection was difficult in the GMC associated hospitals because of defective building plan.”
 “During my recent visit to some of the City hospitals, I was shocked to see inappropriate building material used by the agencies and faulty positioning of some of the critical areas,” he said.
 Prof Pampori said the construction agencies had to take a proper care and seek continuous consultation from the experts including GMC medicos while executing the hospital construction projects. “The Government was pumping more money to improve facilities in the hospital but we find it difficult to distribute services and manpower in the faulty system,” he said.
