Politics of Economics

Reform in the planning process is overdue in Jammu and Kashmir. The holes in it that over the years have been left unplugged have more often than not cost dearly to the state.  The lopsided fund allocations mostly made on political considerations rather than on the pure economic and developmental needs of each region, have led to uneven growth of the three regions of the state— Kashmir, Jammu and Ladakh. Traditionally, it is the State Planning Department that has been dealing with the allocations of the funds and monitoring of work being executed by the government departments. Nonetheless, the process of fund allocations has never been completely free from the “unwarranted” political interference in the state, inasmuch as at times the funds allotted to a particular region have been diverted to another under different pretexts. This “politics of economics” has over the years created a void between the three regions of the state with each accusing another of grabbing its share. It is this scenario that made the idea of constitution of a State Planning Board in J&K, proposed by the state government sometime back, widely acceptable. But it is unfortunate that the government is likely to miss the deadline for its constitution. Interestingly, at the time of the recent annual plan allocation, the State Government had informed the Planning Commission of India that “the process for the constitution of the Board is at the last stage and it will be given a final shape by the end of this year.” The coming up of the grassroots level institutions in the state has only reinforced the need for the Board so as to have an integrated approach to the policy formulation and planning and development in the state. The government should lose no time to bring this institution, the need for which is felt quite badly in the state, in place. Any delay in the constitution of the Board would bring home the indifference of the state government to the reform of the planning process in Jammu and Kashmir.
