Islamabad (Anantnag), Oct 30: The office of the Chief Education Officer here has come in the line of fire for allegedly flouting court orders and district administration directives with regard to appointment of Rehbar-e-Taleem teachers in Bidder Kokernag zone. The list of selectees has been issued for the newly upgraded schools under Sarva Shikha Abhiyan (SSA) in the zone.
“In 2004, two posts were advertised for engagement of ReT teachers in the newly opened SSA Primary School in Ward 4 of village Bidder in Kokernag zone. The advertisement was issued for the entire Bidder village and the selection was made accordingly,” the aggrieved applicants told Greater Kashmir.
However, they said, one post fell vacant later and it was never advertised. Similarly, the third ReT teacher post created was again not advertised.
“Later the feasibility for up-gradation of the school was sought for ward 4 of Bidder village and the school was upgraded to Middle School. But throwing all norms to winds, the Zonal Education Office Bidder Kokernag advertized the posts of two ReT teachers for ward 6 of the village, saying that the village has been shifted to Ward 6,” the applicants said. They alleged that the step was taken to adjust some blue-eyed candidates.
The candidates later approached the Additional District Development Commissioner (ADDC) Anantnag who vide order no 531-32 of 2/1/2012 put the orders of ZEO in abeyance.
“As per municipal records Itoo Mohalla and Shakhsaz Mohalla fall in ward 4 in Municipal Committee, Kokernag. However, the delimitation of wards is at its infancy stage and is not valid till is approved by the concerned authorities. You are therefore, directed to issue notifications as such the early ward rolls. Moreover, the notification already issued may be kept in abeyance,” read the order of ADDC.
Later, the candidates filed a Civil Miscellaneous Petition (CMP) in High Court which after hearing the case granted status quo vide notification no 120/ 2012 on 31/1/2012.
Meanwhile, DDC Anantnag also wrote to the CEO to stop the process.
“If it is the prima-facie case, then the ZEO be directed to stop the process,” reads the letter addressed to CEO Anantnag.
However, the CEO while flouting the Court orders and the directions of DDC issued a tentative list of the candidates on July 9, 2012.
Interestingly, the list has been issued from the office of ‘Child Education Office’ instead of Chief Education Officer and published in two local dailies and the aggrieved candidates say this was done to deceive them.
“Though we approached the office of the CEO and asked them to go for its correction, they never issued any corrigendum,” said the applicants adding that “this was a deliberate ploy to mislead the meritorious candidates.”
Meanwhile on 11/7/2012 the aggrieved candidates objected to the advertisement of posts in ward 6 of Bidder village in the office of CEO stating that in the ward a High School already existed and the detachment of primary wing of the school was in process.
Subsequently, applicants said the CEO directed the ZEO to reply to the queries raised by the aggrieved candidates. “But the ZEO turned down the objections without giving any valid reason,” they alleged.
“The objections are not based on facts and hence should not be considered as it will be obstacle for the selection of two candidates,” reads a reply of ZEO.
The ZEO does not reply to the query raised by the CEO that how the new school was opened in the ward 6 if the High School was already functional there.
The Chief Education Officer (CEO) Anantnag Abdul Ahad Ganai refused to comment on the issue.
“I can’t comment on the matter. Do whatever you want to do,” the CEO said and dropped the phone.
