Genuine Employees Figure In List Of Fake Appointees; Order Triggers Chaos

Srinagar, Jan 9: Numerous employees of the Health Department, including doctors and Block Medical Officers, are up in arms after their names figured in the recently issued list of fake appointees. The Directorate of Health Services, Kashmir, has come up with a list of 2400 illegal appointees in the department and has directed the drawing and disbursing authorities to stop the salary of all such employees.
In Baramulla district, 498 employees have been identified as fake/ illegal appointees who include 13 doctors and two Block Medical Officers. In Bandipora district, 240 employees have been identified as fake appointees. Similarly, in other districts like Srinagar, Kupwara, Budgam, Pulwama, Islamabad (Anantnag) lists of such employees have been issued.
One such order- no. 576/ DHSK of 2013 dated 4-1-2013- issued by the Directorate of Health Services Kashmir, which carries list of 498 such employees of Baramulla district, says: “The salary budget/allotment is being released purely in favor of genuine employees only appointed by the competent authority and the CMOs/ MSs/DDOs shall not in any case release/draw salary in respect of fake/illegal appointees already identified by administrative inspection teams and audit and inspection, report of which is enclosed.”
The order reportedly contains name of scores of employees including doctors, Block Medical Officers, paramedics appointed through recruitment agencies like Public Service Commission, Service Selection Board and compassionate appointments under SRO 43. Scores of such employees have been also included in the list who after 7 years of service were regularized by the state government.
Similar orders in other districts also have created chaos and confusion in the department as the salaries of many genuine employees has been stopped.
A group of doctors, whose names figure in the list, told Greater Kashmir that they were planning legal action against the department. “We have been appointed through PSC and have been serving the department for years. The order has disturbed us emotionally and mentally. We are planning to take legal action against the authorities responsible,” they said.
Scores of other employees identified in the list said that the aim of such a list was to create confusion and divert attention from the actual illegal appointments in the department, both in Kashmir and Jammu divisions.
“It is an attempt to hush up the cases of actual illegal appointees,” said an employee in Health department.
When contacted, Director Health Services, Kashmir, Dr Saleem Rehman said he had no idea about such list as he was out of station.
However, Deputy Director Health, Dr Muhammad Shafi said, “I have not gone through the list. However, it reportedly contains names of employees appointed through proper procedure.”
Meanwhile, the genuine employees from Bandipora district Wednesday observed complete strike to protest the wrong order. The aggrieved employees urged the DHSK to immediate rectify the order.
