LPG portability launched: JK still to wait few months


Srinagar, Jan 11: Here is some good news for the cooking gas consumers. Central government today launched LPG portability scheme on the lines of mobile phone services, enabling the consumers to change their dealers.
The scheme was today launched in Chandigarh and will be extended to at least 25 more districts in the next fiscal. The scheme would be extended all over the country in a phased manner.
Sources here said Jammu and Kashmir would still have to wait for a few months before the scheme is implemented here.
However, unlike cellular services where consumers have the option to switch between different mobile companies, LPG consumers would have limited option of changing only their dealers, not the oil company.
So, if you are a consumer of Indane gas from Indian Oil Corp (IOC), you now have an option to choose from Indane Gas dealers. But you cannot switch to Bharat Gas of Bharat Petroleum or HP Gas of Hindustan Petroleum.
Sources said after the portability facility is implemented fully; consumers can get a choice to choose the gas dealer through which they want to get cooking gas.
“After LPG policy came into effect there were many consumers who were not satisfied with their gas dealers or some consumer had complained that they were always on move and it was difficult for them to get gas at different places. So once the decision comes into effect consumers can change gas dealers according to their feasibility,” official of an oil company here said.
About the system, he said: “The petroleum ministry is in favour of allowing portability of LPG connections allowing the customers to only change the dealer not the company.”
An official of oil company explained that inter-company portability was not legally possible for the time being as the law provides for an LPG cylinder belonging to a particular company to be submitted to only that company for refills.
"The government of India is looking at the possibility of changing law or creating a situation where the consumer returns the cylinder to that particular company before availing of a new connection from a different company," he said.

Decision hailed
Meanwhile, the LPG consumers here have also expressed their “happiness” over the decision of Union Oil Ministry of allowing them to change the gas dealers.
“It is a welcome move that we should appreciate. The state should also immediately implement this decision to give relief to the consumers here. Consumers are facing lot of problems as there are no facilities right now to switching over to other gas dealers,” said Muhammad Shaban, an LPG consumer here.
“It is a good decision of the centre government which will give the consumers power to choose dealers. The decision is particularly good for Kashmir where the dealers have created monopoly and do dictate terms,” said Irshad Ahmad, a Srinagar resident, adding that the state should immediately implement this decision here also.
