Jammu, Jan 1: Vigilance Organisation has booked Chief Education Officer Jammu and Chief Education Officer Doda among ten other officials of education department for allegedly purchasing fire extinguishers at highly exorbitant rates.
 The Organisation, official sources said, has registered two separate cases with regard to the alleged fire extinguisher scam unearthed in the education department causing huge loss to the state’s exchequer.
 In one of the FIR, Natha Ram Dhingra, Chief Education Officer Jammu, Puran Singh then ZEO Arnia, Nasreen Kousar then ZEO Satwari, Vishwa Nath then ZEO Marh and Prop M/S Fire Escorts Services Gandhi Nagar Jammu have been booked for allegedly purchasing fire extinguishers at highly exorbitant rates leading to the loss of around Rs 11 lakh to the state exchequer
 “Verification was conducted into the allegations of purchase of fire-extinguishers at highly exorbitant rates during the year 2010-2011 by the purchase committee headed by the accused officials”, sources said.
 They added that the fire extinguishers were to be installed in the schools in compliance to the directions passed by the Supreme Court of India. “The purchase committee by abuse of their official position purchased 1481 number of fire extinguishers of 5 KG Capacity at highly exorbitant rates of Rs 2385 (including 12.5% Vat) total amounting Rs 35,32,185 under a conspired plan with the accused supplier”.
 It transpired that the market price of each fire extinguishers appliance of 5 KG capacity was Rs 1380 excluding vat of 12.5% and in this way the accused officers of purchase committee purchased the same at the highly exorbitant rates – almost double from the market value.
 The accused have alleged caused a loss of around Rs 11 lakh to the state exchequer for undue benefits.
 A similar FIR has been registered against the then Chief Education Officer Doda Yogeshwar Raj, Hafiz-ullah Salarai District Education Planning Officer Doda, Nek Ram Principal Government Higher secondary School Ghat, Shaista Tabasum then ZEO Doda and other officials of Education Department Doda.
 The officials of Doda also purchased the fire extinguisher at highly exorbitant rates of Rs 2385 instead of market value of Rs 1380.
 The verification further revealed that the then ZEO Doda in her individual capacity purchased 70 numbers of fire extinguishers at highly exorbitant rates of Rs 1680 instead of 1014 by abuse of her official position under a conspired plan with accused New Diamond Enterprises Banihal and thus caused loss of Rs 46,620.
