JK to make BADP technology driven
Srinagar, Mar 17: In the first of its kind to know the real-time status of development works, Jammu and Kashmir government has formally given nod to the monitoring and supervision of Border Area Development Programme (BADP) by using an android based application called JKPULSE.
Principal Secretary Planning and Development Department in an order no 22 PD of 2013 issued on 01-03-2013 accorded sanction to the monitoring and supervision of BADP works, through android based mobile application “JKPULSE”, a multilayer application of inspection of works with real time updating of date and pictures having geo coordinates(latitude and longitude) and time and date stamps.
“This application is to assist officials who are inspecting a developmental scheme to capture and report the progress. To aid officials, the mobile app will enable them to capture picture embedded with the Geo Stamp and Time Stamp for correctness of the inspection site and provides inspection notes on the mobile devices. Once they capture this information, it is made available to senior officials instantaneously in the backend website,” an official associated with the scheme told Greater Kashmir.
The order makes mandatory for field level officers executing the BADP to visit the worksite and take pictures of work through the mobile application before commencement of the work and periodically update it by depicting the physical and financial progress.
“The supervisory officers shall also take photographs whenever they go for inspections of the work. The inspection date and time along with geo-location (lat-long) of the work shall automatically be captured by the mobile application and stored in the server while uploading date on the site,” the official added.
To make development works foolproof from any tampering at the ground level, order states that once the data/ inspection report is uploaded through the mechanism, the first two level officers shall not have any power to make corrections in the uploaded data. However, third level officer shall have overriding effect on the data/ status uploaded in any case only with a rider that permission has to be acquired from Principal Secretary planning and development
According to the order, the concerned District Development Commissioners will be responsible for the implementation of the application in districts through implementing agencies and field level officials like BDO/Xen/Aee. They would be in turn responsible for the smooth implementation of mechanism devised.
“DDCs shall provide sufficient number of handsets to the executing officers. Any android based phone already available with the officers which have specifications Android OS, inbuilt GPS, inbuilt camera, GPRS/wi-fi.”
The order has also made mandatory for the state level nodal officers to upload work plan each year with in 25 working days after approval by the competent authority. Then monitoring report has to be generated and submitted to the principal secretary planning and development and finally to the Chief Secretary along with observations, order reads.
