In her speech in Assembly during the special session on GST, the Chief Minister Mehbooba Mufti delivered a long speech on the current J&K situation. She reiterated that the guns and armies cannot resolve disputes and highlighted once  again the need for the dialogue to resolve issues. Mehbooba said the four wars between India and Pakistan over Kashmir had resolved nothing and that Kashmiris were “dying and suffering” as a result.  She slammed the opposition National Conference for earlier opposing the dialogue, recalling the position taken once by the party during the prime ministerships of I K Gujral and Atal Bihari Vajpayee. The CM also denied that there was state terrorism in Kashmir as according to her “then 12 and 14 year-old kids would not have dared to pelt stones near encounter sites”. She also defended the central government’s policy towards Pakistan blaming latter for the Pathankot attack which aborted the bilateral dialogue between the neighbours. Mehbooba also played up the fact that her government had called a special Assembly session to discuss the extension of Good and Services Tax to J&K. “This is for the first time in the legislative history of the State that wider consultations were held and a special session of the House was convened to decide whether or not to extend the law to the State,” Mehbooba said.However while the CM’s utterances do hold some water, the fact is that the situation in Valley is only worsening by the day and the state government can hardly be absolved from its share of responsibility for this. Truth is that the government’s response to the deepening crisis is exclusively security driven. No doubt, the CM consistently talks of the dialogue and the engagement to resolve the crisis, but she has so far failed  to persuade her coalition partner to follow the suit. Nor has her party been successful to get the BJP implement the Agenda of Alliance. More so, when their coalition government is about to complete its two and a half years in power. One can only hope that going forward the CM does more to hold her coalition partner to its pledges in the Agenda of Alliance. As otherwise there is every reason for people to conclude that the agenda was agreed in bad faith to make the coalition government possible.
