3-yrs on, Mother, Child Care hospital awaits completion

The Mother and Child Care Hospital which was supposed to become operational in 2015 after renovation by the Jammu and Kashmir Health Department is still in limbo.

Despite Health Department releasing Rs 1 Crore to the construction agency-JK Housing Board in 2014, the buildings are fast turning into ruins and have become a shelter for stray animals.

The state-of-the-art complex of old hospital which houses 6 buildings located in the heart of the town on Chobia link road became defunct after the hospital was upgraded shifted to new complex at Dandi, in the outskirts of the town.

The shifting of hospital resulted in series of protest, after which the then Union Health Minister, Ghulam Nabi Azad, who is also a native of Bhadarwah, sanctioned Mother and Child Care Hospital in said complex and also released Rs 1Crore for its renovation and machinery in 2013.

The hospital which was supposed to be made functional by 31st March 2015 is first-of-its-kind in the entire Chenab Valley and has a capacity of 50 beds and facilities like Modern Operation Theater, Child Care Center and a separate Labour Room.

Sources said the completion is being delayed unnecessarily by the J&K Housing Board without citing any reason which has resulted in the deterioration of the existing infrastructure as the buildings are in shambles and have become a shelter house for the stray cattle.

"This is a very important and prestigious project not only for Bhadarwah but for entire district Doda as at this hospital," said Dr Yudhvir Singh, BMO CHC Bhadarwah.

"Unfortunately, the entire project seems to be in doldrums due to the pathetic attitude of JK Housing Board. Despite paying them an extra cost of Rs 20 lakhs in 2014, in addition to Rs 80 lakhs paid earlier, they have hardly carried any work," the BMO added saying that despite many reminders to the Housing Board, since past 2 years they neither responded to any communique nor have they submitted utilization certificate (UC) till date. 

Common people in Bhadarwah are up in arms against the authorities and termed the delaying of this project as political vendetta and cheap politics of collation partners especially BJP. 

While demanding a CBI inquiry to fix the responsibility MLC Naresh Gupta said, "Present government is nothing more than a promoter of corruption culture and they themselves are looting government exchequer with both hands, as there is no tomorrow. This is pathetic attitude that instead of coming up with new projects, they are either delaying or completely abandoning the already sanctioned projects." 

"I took up the matter with Health Minister Bali Bhagat, Commissioner Secretary Health and even in board meetings but every time their commitments turned out to be false," Gupta added saying that he will raise the issue during ongoing assembly session.

Meanwhile, people have threatened to come on streets and start a massive agitation, if authorities do not come clean regarding this prestigious project at the earliest.
