The farmers whose land will be acquired for construction of semi-ring road in the summer capital on Wednesday staged protest demanding fair compensation.

The aggrieved land owners from various areas assembled at Press Enclave under the banner of semi-ring road land owners welfare committee. The protestors threatened to shift to their fields along with their families and disallow land acquisition if they are not paid adequate compensation.

They said the National Highway Authority of India (NHAI) pays adequate compensation to the farmers and other persons whose land and property is acquired for construction of highways in other states.  They said the NHAI pays four times of prevalent rates in rural areas and two times in urban areas. “But in J&K as Right to Fair Compensation under Land Acquisition Rehabilitation and Resettlement Act ( 2013) enacted by government of India in 2013 is not applicable in our state,” said Raja Muzaffar Bhat, the committee’s convener.

“NHAI is not ready for private negotiation which is a provision in J&K Land Acquisition Rules,” Bhat said. 

To mention, an alternate road link is coming up connecting outer Pampore highway with Manigam - Ganderbal via Wathoora Chadoora-Budgam , Soibugh and Narbal, Sumbal , Lar and Ganderbal. Named as semi ring road project, the road is around 60 km.

Hundreds of kanals of agriculture land will be acquired in Pulwama, Budgam, some parts of Baramulla, Bandipora and Ganderbal districts.

In the 1st phase, Gallandar to Sumbal project will be taken up and then in the 2nd phase Sumbal – Manigam (Ganderbal) road link will be executed.

Bhat said Budgam district will be most affected by the project as around 4700 kanals of land will be acquired. In Ganderbal 2341 Kanals of land will be acquired. He said the NHAI will be executing this project and the said authority has been already deposited the required funds into the accounts of respective deputy commissioners. The process of payment of land compensation has already started, he added. 

He added Indian Railways recently paid five times compensation than market land value to affected farmers in Gujarat and Maharashtra for Ahmedabad Mumbai Bullet train project.

“The assessment made for fruit trees is very less. Mere Rs 16 per Kg is paid to apple farmers who trees would be axed. For plum fruit, estimate is made at the rate of Rs 13 per Kg only while as this fruit sells five times more in market. 5000 additional fruit trees will be axed as well,” he said.
