Winters are here, and the associated problems have pitched in there tents. These problems are of varied types, and the target population is also varied. These problems are also managed at different levels. There are problems that are managed at individual level.

Some are dealt with at the level of family. And there are many problems that can only be managed if the government and the administration take the necessary measures. But in all this there are sections of population that are most vulnerable in these chilly months. Among them are the older people in our families. As we all know, old age is in itself a diseased state of human body.

The problems complicate when different diseases strike old people. And when temperatures dip, all such problems attain a degree of severity. This problem is confronted by almost all of us. In the nuclear families of today it is not an easy task to take care of older family members. In this situation, there is need to have some institutional measures so that we can come to the rescue of those managing the ailing and sick older members in a family.

Those who work in this segment must think of some worthwhile initiative that fits in the economic, and psychological conditions of Kashmiri society. The government should also think of establishing services so that such people can be taken care of. Elsewhere in the world, especially in the developed world, we have fully fledged institutional framework to take care of the older people.

In the eastern world the idea seems to run contrary to the family set up. While it is true that we should take care of our parents when they are old, but certain situations demand that an alternative should be made available. So keeping in mind the family and cultural values of our society, some people must come forward to address the problems of old people. If right thinking is applied an institutional structure can be established that takes care of the older people without dismembering the family.
