Govt to appoint retired doctors, paramedics in GMCs, health service department

In the wake of coronavirus outbreak, the Health and Medical Education Department has decided to appointment on “contractual basis” the retired faculty members, paramedical and nursing staff in Government Medical Colleges (GMCs) in Srinagar and Jammu.

The department has decided to appoint on contractual basisthe retired medical officers, consultants and senior consultants, paramedicaland nursing staff in the Health Services Department Kashmir and Jammu.

   

The doctors and other paramedical staff who have retiredfrom these institutions from 31 March 2018 will be eligible for the contractualappointments.

“In view of the extraordinary situation that has arisen dueto the spread of COVID19, sanction is hereby ordered to the contractualappointment of faculty members and the paramedical and nursing staff in GMCSrinagar and Jammu, and doctors (MOs, consultants and senior consultants) andparamedical and nursing staff in Health Service Department Kashmir and Jammu,”reads an order issued by Financial Commissioner Health and Medical EducationDepartment, Atal Dulloo

The contractual appointment will be made completely forone-year from 1st April or till further orders, whichever will be earlier. Theemoluments of the appointees will include the last salary drawn minus pensionand commuted portion of pension.

“The casual leave will be as admissible to regulargovernment employees,” reads the order.

However, the order further states that the faculty members,paramedical and nursing staff who have retired from GMC Srinagar and Jammu andhave subsequently been engaged on academic arrangement basis in the new GMCs atAnantnag, Baramulla, Doda Kathua and Rajiouri shall not be eligible for suchcontractual appointment.

The department has also ordered for the contractualappointment of those faculty members, paramedical and nursing staff in GMCSrinagar and Jammu, and doctors including medical officers, consultants andsenior consultants, paramedical staff and nursing staff in Health ServicesDepartment J&K up to 31 March 2021 who will be retiring on superannuationfrom these institutions within next six months with effect from 31 March 2020.

“The contractual appointment shall be for a period up to 31March 2021 beyond the due date of retirement or till further orders by thegovernment, whichever is earlier,” the order reads.

The order reads that the persons engaged on contractualbasis as such shall not be assigned any administrative job.

“The posts for the purpose of their contractual appointmentshall be deemed to have been created. The orders of contractual appointmentshall be issued by the Principals of GMC Srinagar, Jammu and directors of thehealth services Kashmir and Jammu as the case may be,” the order reads.
