Revenue department to bring property registration under PSGA

Jammu, Nov 26: J&K Revenue department is all set to bring property registration under J&K Public Services Guarantee Act (PSGA) to be provided online through a single portal.

The incorporation of property registration in the PSGA is already under process in the General Administration Department (GAD).

   

Earlier this week, Revenue Commissioner Secretary Vijay Kumar Bidhuri notified to provide service of property registration and other documents, deeds or instruments online through National Generic Document Registration System (NGDRS) URL www.ngdrs.jk.gov.in.

For this purpose, the National Generic Document Registration System (NGDRS) portal will be integrated with the single window clearance portal of J&K (www.investjk.in) by or before November 30, 2021.

The integration will be done by National Informatics Centre (NIC) in consultation with J&K Small Scale Industries Development Corporation (SICOP) Limited.

Commissioner Secretary Revenue issued a direction in this connection following deliberation on property registration online system. The deliberations were made during a meeting chaired by him on November 22 to review the implementation of State (UT) and District Business Reform Action Plan (BRAP) and Ease of Doing Business (EoDB).

NGDRS is live for the UT of J&K and it is developed and maintained by National Informatics Centre (NIC).

The appraisal about the status of Reduced Compliance Burden and EoDB achieved by the department and actions to be taken revealed that the revenue record of only Jammu and Srinagar districts had been digitized for linking of the same with the NGDRS portal.

“In the light of this revelation, the Commissioner Secretary Revenue, while chairing the meeting, directed that for linkage with land records, a team of officers from the offices of IGR (Inspector General Registration), Divisional Commissioners, NIC and Administrative Department will be constituted for UAT (User Acceptance Testing) and refining the process involved,” officials maintained.

With regard to process of ‘auto-mutation’ for enabling online system of property registration, Commissioner Secretary Revenue directed that the team to be constituted for linkage of land records would also work out the procedure of auto initiation of mutation proceedings in NGDRS portal in consultation with SDU (Software Development Unit) NIC, Pune.

Regarding incorporation of services in Public Service Guarantee Act (PSGA), the officials during the meeting informed that two services viz., ‘Encumbrance certificate’ and ‘Demarcation or Measurement of land’ had already been notified through PSGA while the incorporation of property registration in the PSGA was under process in GAD.

“On this account, the Revenue Commissioner Secretary directed the officials to have feedback from the Divisional Commissioners for identification of services provided by the Revenue department which can be notified under PSGA and provided online through a single portal,” the minutes of the meeting revealed.

With regard to development of SOPs and single portal for providing of services, the representative of the IT Department conveyed that they had developed an e-services platform which could be utilized by the Revenue department for providing services.

Bidhuri instructed that the team to be constituted by the Administrative department would liaise with IT Department for using their e-services platform for providing of services by the department which after its final roll out would be linked with single window portal by the IT Department in consultation with Industries & Commerce (I&C) Department (SICOP). “The team shall prepare and provide all the SOPs of each service provided by the department to the IT Department for its hosting,” he ordered.

On account of the Revenue court cases monitoring system, the officials maintained that the IT Department was asked to register its URL.

“UAT teams have been constituted. The presiding officers of the Revenue courts were provided training through virtual mode by NIC on November 2, 2021 for creation of courts. NIC has been directed to provide all assistance to UAT teams and to conduct security audits of the portal developed, the cost of which will be borne by the department,” the officials revealed.

Revenue Commissioner Secretary asked the NIC to have the UAT done by November 30, 2021 and security audit completed by or before December 5, 2021 also NIC to organize one more session of virtual training to the presiding officers for creation of revenue Courts, uploading of data and MIS. Besides, the Industries and Commerce was asked to provide the details of Industrial Estates notified by it so that their revenue record could be digitized and linked with investjk.in to help the investors to assess the status of land online.

It was agreed that the districts with heavy amounts of industrialization could also be piloted for linking their digitized land records with investjk.in portal. Bidhuri also directed to integrate all land, property related records of ownership and encumbrances on one single online portal.

“Since the service pertains to multiple departments, codes for the district, sub division, tehsil, Khasra numbers are to be provided to the SICOP so that a common platform can be developed for viewing all kinds of records related to land. The codes will be shared with SICOP,” it was further directed.
