In a significant move, the Jammu and Kashmir government is planning to develop a Community Health Centre (CHC) and a Primary Health Centre (PHC) as 'model health centres' in all 87 Assembly segments of the state to ease patient rush at district hospitals and government medical college hospitals.
Official sources said that the project envisages a planned move to provide best medical facilities to the people at their door steps as also to reduce referrals to premier hospitals and medical colleges.
They added that the model CHC and PHC would be provided additional doctors and paramedical staff besides latest equipments like digital x-rays machines and CT scans.
"As far as Model CHC is concerned, it will have two operation theatres including one reserved for gynaecology cases and a separate Eyes, Nose and Throat (ENT) department" sources said . It will be provided latest equipments like digital X –Rays and CT Scans, besides lab technicians for accurate and time saving diagnosis, they added.
Against existing six posts for specialist doctors at CHC, a model CHC will get twelve doctors including three gynaecologists, two paediatricians, a general physician, surgeon, ENT specialist and an anaesthetist, besides junior doctors, sources said, adding, "Special posts for radiologist and skilled Operation Theater staff would also be created for Model CHCs".
Sources also informed that the model CHC will have special 30-bedded general ward, a six bedded ward for of ENT patients, separate labour room, pre-labour room, doctors' observation room and post-labour room for women and newborn babies.
For the staff, the CHC would have thirteen residential quarters for doctors and sixteen for paramedical and nursing staff beside two garages and a quarter for driver to ensure hassle-free and round the clock working, official sources added.
Similarly, the proposed model Primary Health Centers (PHC) would also be provided all required modern infrastructure, including an operation theatre for handling delivery cases.
The staff at the Model PHC would include a gynaecologist, a general physician and a paediatrician to take care of patients, sources informed.
They added that strength of nursing staff in the model PHCs would also be increased from existing one post. The model PHC will also have a driver for the Ambulance.
When contacted, Dr Baljeet Pathania, Director Health Services Jammu, said that the move is aimed to contain rush of patients in premier hospitals. "This move envisages modernizing health institutions to provide quality patient care at block level," he said,
"We have identified the institutions to be taken up under the scheme. As of now we don't have CHC in every constituency but road map of the scheme is ready and government will provide this facility in all 87 constituencies", he added.
"In first phase the existing CHCs and PHCs would be taken for modernization on the basis of certain parameters and then the construction of new ones will be initiated," he said.
He said the process of up gradation of one PHC in all constituencies is underway and department is nearing completion of all paper work.
