Government on Friday ordered major reshuffle of doctors in Directorate of Health Services Kashmir, a change that it said was aimed at addressing the gross deficit of doctors in far flung areas of Kashmir as well as restoring the sanctity of seniority list.

Government on Friday ordered major reshuffle of doctors in Directorate of Health Services Kashmir, a change that it said was aimed at addressing the gross deficit of doctors in far flung areas of Kashmir as well as restoring the sanctity of seniority list.

Transfer of 32 doctors has been ordered, as per officials of DHSK, to bring about 'semblance of a just system of promotions and transfers' in the department.

These transfers have hit hard the medicos who were on deputation at various priced postings in Srinagar hospitals and other departments.

Minister of Health and Medical Education, Bali Bhagat said that it is for the first time in decades 

that government had made postings as per the serial positions in seniority list. He said the list was 'revolutionary' because of the transfers of doctors who had been posted at various positions 'out of their turn'. "This is rationalization of health services," he said.

"We have been working on this for the past couple of months. I asked every legislator and minister, do you want doctors in hospitals or sifarish?" he said. He said that government had taken opposition into confidence on the transfers and every member of the House had supported the initiative. 

Government also issued posting orders to 46 doctors who were awaiting posting after completing PG from various Medical Colleges. The doctors, as per the posting orders have been sent to far flung area hospitals.

The reshuffle has hit the level of postings of various doctors and many have been effectively 'demoted' or 'promoted.' "What justice is it that a doctor in top 10 serials in the list was serving as Medical Officer and a doctor ranking as low as many hundreds in serials was serving at a top position," Health Minister said.

The transfer list has prominent names of many CMOs, District Health Officers, Medical Superintendents and other administrators in health services. Many doctors have been transferred from Srinagar hospitals to peripheral hospitals. The transfer list also features name of Dr. Sameena Maqbool Health Officer Srinagar Municipal Corporation and Dr. Shafqat Khan, I/C Medical Superintendent GB Pant Children Hospital.

In addition, the order specifies that Dr. Zahoor Ahmed Bhat would assume charge of Dy. Director HQ DHSK after superannuation of Dr. Abdul Kariem, Dr. Mohammad Tahir working as I/C MS Trauma Hospital Kangan would work as MO Trauma Hospital Kangan, Dr. Nahid Dental surgeon working as I/C MS SDH Bijbehara would report to DHSK for further posting orders, Dr. Fouzia Habib working as I/C MS Police Hospital would report to DHSK for further posting and Dr. Rafiq Dhobi working as I/C MS DH Kulgam would work as MO DH Kulgam.
