Independent Legislator, Er Abdul Rashid Wednesday alleged that the Public Health Engineering Department has become transfer industry where bribes are being demanded for transferring engineers from one posting to another in lieu of kickbacks.
"PHE has become a hub of transfer industry, there is rate list for AEEs Rs 8 lakh, for juniors Rs 6 lakh for transfers are being charged," he said while interrupting the reply of PHE Minister, Sham Chowdhary in the question hour in the Legislative Assembly.
While referring to Chowdhary, he said in a sarcastic tone: "I urge the Chief Minister Mehbooba Mufti to make Sham Chowdhary minister without portfolio so that he could enjoy privileges."
Replying to the charge, the Parliamentary Affairs minister Abdul Rahman Veeri told Er Rashid not to level grave allegations against the Minister.
The Minister for PHE, Sham Chowdhary, dared Er Rashid to prove his allegations. "If you (Rashid) prove your allegations with proof I will quit and if you fail to prove it then you will have to quit," he said.
To which Er Rashid said that he would come up with concrete proof to prove his allegations that PHE that bribes are being charged for transfers. The heated argument between MLA and Minister started after the members raised the issue of cut in PHE funds by the centre.
