The Congress legislator, Vikar Rasool on Wednesday said the educated youth are picking up guns in Kashmir due to growing unemployment in the state.
" We have witnessed a new trend that the educated youth are joining militant ranks and it is mostly due to unemployment in the state," Rasool said while participating in the debate on Grants for Finance Department in the Legislative Assembly.
"Government should think why educated youth choose the other path and take up guns. This is because of unemployment in the state," he said adding that militancy during last 30 years have already wreaked havoc in the state.
Referring to killing of Hizb Commander Burhan Wani, he said: "He was also educated. But he preferred to pick up gun," he said adding that the government needs to take steps otherwise "Our youth are going in wrong direction due to unemployment."
"Government should think that how to create employment in the state," he said, "Closure of Overseas Employment Corporation which would have facilitated jobs for youth with technical skills outside the country was not a good one. Besides, unemployment there is issue of regularization of 61,000 odd casual labors," he said adding that the government should regularize their services.
Vikar Rasool also impressed upon the government to hike the labor wages from Rs 150 to Rs 300 a day.
The Congress Legislator stated that backdoor appointments are being made in the JK bank which need to be checked. He alleged that there was nexus in the process of giving labor charges to the laborers by the government wherein agents play fraudulent tactics in to swindle the money. "Agents are making labor cards and swindle money given by government to the laborers," he said.
He said the government should take measures to give employment opportunities to local youth in mega projects like Railways, Highways and Power. "Government should employ local educated youth instead of hiring people from Himachal [Pradesh] and other states," he said.
