Probe reveals construction mess in education dept

The Directorate of School Education Kashmir (DSEK) has initiated a probe into the embezzlement of funds in haphazard construction of school buildings sanctioned under different centrally sponsored schemes in the valley.

On December 4, Greater Kashmir reported about the haphazard construction of buildings under Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and other schemes at Tujar Sharief in north Kashmir's Sopore area, depicting messy state of affairs in education sector.

Following the report, the department has initiated a probe by the Chief Education Officer Baramulla who submitted the report to the DSEK on Monday.

The CEO Baramulla in his report has admitted that several buildings were being sanctioned for schools under different programmes and were constructed some half a kilometer away from the location of the school.

The report states that one building under RMSA scheme worth an estimated cost of Rs 31.31 lacs was sanctioned for the year 2011-12 out of which Rs 20 lakhs have been released. "But no necessary steps have been taken by the Roads and Buildings department for execution," reads the report, adding that the matter was taken up with the concerned department. 

Another five roomed building, according to the inquiry report has been sanctioned under earthquake rehabilitation program with an estimated cost of Rs 33.39 lakhs for the same school and was being constructed by the R&B department.

The report has revealed that the work on the building was incomplete. "The matter has been taken up with R&B department."

Another two roomed building is being executed by the Rural Development Department (RDD) for which an amount of Rs 2.05 lakhs is released however the building has been left incomplete.

CEO Baramulla in his report has also suggested for a massive reshuffle of teachers in the school.

"The mass reshuffle is contemplated and a report has been sought from ZEO Dangar Pora. The chief responsibilities are being carried out by one Master in absence of Headmaster," the inquiry report reads.

Director School Education Kashmir (DSEK) Dr. Shah Faesal said the issue would be thoroughly probed and an independent inquiry will be initiated in this case as well. "We will ask the DC Baramulla to constitute an inquiry team to probe the matter," Dr. Faesal said.

Interestingly, only 165 of 636 sanctioned school buildings have been completed under RMSA scheme in J&K in the past five years.
